Fetal Heartbeat Abortion Bill Passes Iowa House and Senate in Late-Night Votes

The bill, approved by the state's GOP-controlled legislature Wednesday, would outlaw nearly all abortions when a fetal heartbeat can be detected.

The governor did not talk with reporters at a morning Smart Conference. But her spokeswoman told CNN: "Gov. Reynolds is 100% pro-life and will never stop fighting for the unborn". "This is the most restrictive, or I like to say positive, and aggressive abortion bill that's ever been passed".

The Iowa legislators' attempt to effectively ban abortion is a "blemish" on the state and serves as a reminder that "Iowa's leadership does not value health care", Erin Davison-Rippey, public affairs director of Planned Parenthood of the Heartland and Planned Parenthood Voters of Iowa, said in a statement.

The fact that the Supreme Court upheld the right to an abortion in several cases over the years makes it extremely unlikely it will reverse course, said Hillary Schneller, a staff attorney for the Center for Reproductive Rights, a national organization that has filed legal challenges to abortion restrictions in other states. "We're not hiding that".

If Ms Reynolds signs the bill into law, it will likely be challenged in court for possibly violating Roe v Wade, the US Supreme Court ruling that legalized abortion in 1973. The waiting period isn't being enforced while the Iowa Supreme Court considers a legal challenge. "It has taken decades for the science to catch up to what many have believed all along: that she's a baby".

The almost back-to-back votes come as Iowa lawmakers are on overtime at the state Capitol, trying to pass a spending budget and tax cuts later this week.

Republican lawmakers passed the bill in back-to-back votes, sending it to the governor's desk to sign into law.

Sen. Joe Bolkcom, D, told The Courier that "putting a cap on these programs is exactly the wrong direction to go".

In both cases the appeals court judges made it clear they were only striking down the laws because the U.S. Supreme Court precedent bound them to do so.

"You do not get to play God for these women ..."

Other Iowa Democrats called the bill "intentionally unconstitutional".

A string of U.S. states have enacted abortion bans or stringent restrictions over recent decades only to have them overturned by the courts, prompting some conservatives to take aim at the landmark ruling. The court struck down the law in June 2016.

"We may disagree, and we clearly do disagree, on this issue", Wessel-Kroeschell said. "If Iowa manages to pass this extreme, ideological proposal, middle- and upper-class will travel to another state".

Iowa ranks 19th among states in energy efficiency, according to the American Council for an Energy Efficient Economy's annual scorecard, due partly to the electric and gas efficiency programs that utilities are now mandated to provide. Critics said the so-called "heartbeat" bill would ban the medical procedure before some women even know they are pregnant.
