UK government announces tool to detect and block extremist videos

The British government has unveiled a tool that can accurately detect extremist content and block it from being viewed, the media reported on Tuesday. Although major tech companies are developing their own tools to detect extremist content, Home Secretary Amber Rudd told the BBC that she has not dismissed passing law to make companies use the government's software.

The technology works by analyzing video content during the upload process, preventing it from reaching the internet in the first place - a vast improvement on the average 36 hours it takes tech firms to remove extremist content, and an improvement still on the two-hour-limit the United Kingdom government demanded previous year.

Any content that the software is still unsure about would then be passed on for a human to review.

The tool was made as a way to demonstrate that the government's demand for a clampdown on extremist activity was not unreasonable, Rudd said.

"This Government has been taking the lead worldwide in making sure that vile terrorist content is stamped out".

Dr Marc Warner from ASI Data Science spoke to BuzzFeed News about the project, saying it is an AI algorithm, which works by "spotting subtle patterns in the extremist videos that distinguish them from normal content, from the rest of the internet". The system - as yet unnamed - was unveiled by Home Secretary Amber Rudd and cost £600,000, paid for with public funds, and has been created to detect jihadist content. "So we're very keen that the tool is used as widely as possible".

The manifesto also said they aim and force Internet companies into keep records on their customers' browsing histories and make conversations in encrypted messaging services such as WhatsApp accessible to authorities.

The tool is intended primarily to be used by smaller companies.

The home secretary will also meet with the Global Internet Forum to Counter Terrorism, which was launched previous year in the aftermath of the Westminster Bridge attack that left five dead.

But smaller platforms are increasingly targeted by ISIS and its supporters and they often do not have the same level of resources to develop technology.

The Home Office estimates that between July and the end of 2017, extremist material appeared in nearly 150 web services that had not been used for such propaganda before.
