What's shocking about this is not that the Trump administration would fall in line with the misbegotten viewpoint that equates decent health care with welfare payments, it's that the experts at CMS would go along with this charade. Additionally, Kentucky has gotten the ability to charge low-income Medicaid recipients health care premiums, implement a six-month lockout period for people who fail to re-enroll in time, and eliminate full coverage of dental care, vision services, and over the counter medications for many adults. The work requirements will likely be challenged in court. The federal-state collaboration has become the nation's largest health insurance program.

"I have requested a workforce requirement for able-bodied adults from the Center of Medicaid and Medicare Services".

"It doesn't make any sense", said Rims Barber with the Mississippi Human Services Coalition. Research shows that 80 percent of Medicaid enrollees already belong to working households and that 60 percent are working themselves.

Conservatives say the work requirement can help lead people to employment and off the state-federal health program. In the past, federal officials said work was not among those objectives.

Throughout the entire half-century history of Medicaid, created to provide health care to low-income individuals, benefits have never been contingent upon applicants working. They also must complete a financial or health literacy course. Each vote to expand Medicaid in recent years has had a sunset date, and the current authorization expires at the end of 2018.

Medicaid has played a big role in combating the opioid epidemic, paying for a wide range of treatments and medications. It has begun calling upon states to encourage adults that do not have children and those with no disability to work or so that they can get Medicaid. Lawsuits are expected as individual states roll out work requirements.

In fact, similar work requirements for the federal nutrition program SNAP have proved so burdensome that states often prefer not to implement them just to avoid the hassle, according to from the Agriculture Department's Office of the Inspector General.

People deemed "medically frail", a broad term that encompasses people who are battling drug and alcohol addiction, will also be exempt. The government no longer wants to dish out Medicaid to poor Americans.

But the new policy is exactly what some Republican governors were seeking.

In his State of the State speech Tuesday, Gov. Phil Bryant touted the move as potentially helping the population of Mississippi.

"This is not, as some would have you believe, a punitive action aimed at recipients", said Governor Bryant. Asset testing, which ME has requested to do, would determine a person's eligibility for Medicaid based on their property value and savings - not just their income.
