US Secretary of State Rex Tillerson on Monday ruled out a quick return to dialogue with North Korea, as he said new United Nations sanctions showed the world had run out of patience with Pyongyang's nuclear weapons ambitions.

North Korea responded to the vote by saying it will launch "thousands fold" revenge against the USA for the sanctions.

Before Tillerson's trip, the USA had said he had no plans to interact with North Korean Foreign Minister Ri Yong Ho.

Tillerson also met Russia's foreign minister Sergei Lavrov and was to see Wang later, seeking to intensify Kim Jong-Un's diplomatic isolation and reduce the risk of renewed conflict.

Mr Tillerson, who held separate talks in Manila with foreign ministers Wang Yi of China and Sergei Lavrov of Russian Federation on Sunday, also sought to emphasise a united stance against the North.

The agreement, reached at their first meeting, held in Manila, came after the Security Council adopted a resolution on Saturday to impose sanctions against North Korea, including a blanket ban on the reclusive state's coal and seafood exports, for launching intercontinental ballistic missiles twice last month.

North Korea has promised to increase its nuclear weapons and wreak a "thousands-fold" revenge on America in response to the latest U.N sanctions. The two top diplomats agreed to quickly launch negotiations to revise the South Korea-US missile rules and to speed up working-level consultations aimed at scheduling regular Extended Deterrence Strategy and Consultation Group (EDSCG) talks as discussed during the South Korea-US summit at the end of June.

While the statement did not elaborate on what North Korea means by "righteous action", the veiled vow of retaliation indicates that Pyongyang has no plans to stop carrying out nuclear or missile tests in the immediate future.

U.S. President Donald Trump hailed the sanctions on Twitter, noting that China and Russian Federation had both backed the measure.

On Monday, Chinese state media said North Korea had to be punished for its missile tests but also criticized the US for its "arrogance".

Tillerson, speaking on the sidelines of a regional security meeting in Manila, said the execution and implementation of new United Nations sanctions would be carefully watched and the resolution sends a strong message that North Korea needs to understand what the world expects of it.

North Korea has long accused the United States and South Korea of escalating tensions by conducting military drills.

Nonetheless China's foreign minister, Wang Yi, said in Manila at the ASEAN meeting that China supported efforts by South Korea to reopen dialogue with North Korea.

"If enemies believe that North Korea can be rattled by sanctions, it is nothing more than a delusion", it added.

The meeting comes as the US and Asian nations join together to try to step up Pyongyang's economic and diplomatic isolation.

Adding to the drumbeat of criticism, the commander of US forces in the Pacific, Adm. Harry Harris, said Monday that the code of conduct negotiations with an "aggressive" China will be a key challenge for the region. "If it believes it is only North Korea rather than the US and South Korea as well to blame for the nuclear issue, this ill-fitting mindset will not help solve the crisis", the strongly nationalist publication said.
