Just 12% of Americans support the Senate Republican health care plan, a new USA TODAY/Suffolk University Poll finds, amid a roiling debate over whether the GOP will deliver on its signature promise to repeal and replace the Affordable Care Act.

The repeal proposal is stuck in the Senate, with GOP leaders unable to muster the votes to pass it. It was made about party.

Republicans can only lose two votes because no Democratic senators are expected to back the bill. At least five Republicans have so far publicly stated that they can not support the legislation in its current form.

McConnell, with his reputation as a strategist on the line, met with a procession of Republican senators in his office on Wednesday.

The House went through its own struggles with its version of the bill, pulling it from the floor short of votes before reviving it and narrowly passing it in May.

One of the Senate holdouts, Rand Paul (R-Ky.), told MSNBC this morning that the legislation has "got to get better", but he believes he has the solution.

The most likely way for that to happen is by keeping a 3.8 percent tax on investment income for high earners, Corker said.

Republicans in the legislature say the Medicaid enrollment freeze helps limit costs and continues to provide health insurance for low-income people.

The comic, however, did not place all the blame at McConnell's feet, he also referenced The New York Times piece that said President Donald Trump "faltered in his role as a closer".

Moderate senators say the bill will harm some of their vulnerable constituents, while conservatives say it has too much government interference. The nonpartisan Congressional Budget Office estimates that the Senate plan, which would cut Medicaid spending by $772 billion over the next 10 years, would result in 15 million fewer people being covered.

A new version of the bill could be locked down by Friday, before Congress leaves for their holiday recess.

Even then, Democrats could mount a forceful resistance.

Sen. Ron Johnson, a Wisconsin Republican who does not sit on the Finance panel but has been active in health care discussions, said Wednesday that the tax reform process so far has been an improvement from what he experienced with health care.

Capito, along with Republican Senator Rob Portman of OH, also object to how the Senate plan would impact drug treatment programs, since both come from states battling the opioid epidemic. "Gee, I don't know why more Democrats don't want to jump onboard the S.S. Trumpcare".

The findings are said to show that the public overwhelmingly disapproves of the Senate bill.

In other words, Republicans' health-care bill isn't popular with a significant number of Republicans who would have to vote for it and isn't popular with a significant number of Republicans who would have to implement it.

'Well, let's see, hmm, all the Democrats hate it and half the Republicans hate it so that means 20, 25 percent of the people like it, ' he said, tallying up his fellow senators.
